I tried to avoid encodings by putting everything into byte strings, but json loading requires encoding information for parsing json symbols.

Oops.

Just provide a good set of basic encodings using the standard encodings crate with the language wrapper specifying the default. This will require a docs change too since it changes how wrappers touch the engine.
